CASE STUDY: LESSON TO BE LEARNED FROM THE CAPSIZE OF M.V XIN HONG

The Incident:
On December 17, 2020, M/V Xin Hong with a deadweight of 8,500 M/T, built in 1999, under the Panama flag, the ship's owner was Hong He Shipping Co., on the way carrying 7,800 M/T of Ball Clays from Lumut port. - Malaysia to Hong Kong has listed to starboard 8º when near the coast of Phan Thiet, north of Phu Quy island. The captain asked the Port Authority for permission to call at Phu Quy island to handle the incident.
When the ship is 1.5 NM away from the island, it suddenly has a right list of about 40º and the ship loses control. The captain decided to signal the emergency and all crew members were ordered to leave the ship.
After that, M.V Xin Hong drifted and sank about 20NM south-west of Phu Quy island.
The rescue force rescued 11 crew members (including 8 Chinese and 3 Vietnamese crew members) and 2 dead bodies. There are still 2 crew members missing.
